When you save the template, this is your “clean template”. Every time you author a new memo, you should always use this originally saved / “clean template”. In addition, be sure to turn on your Accessibility Checker (File > Info > Check for Issues > Check Accessibility) to ensure your document stays accessible. In FY20 all Agenda Memos should include the “wcag” reference, which indicates the file has been checked for accessibility.
